Following the assassination of President James Garfield in 1881, Vice President Chester A. Arthur was sworn in as the 21st President of the United States. Initially opposing Garfield’s civil service reforms during his Vice Presidency, Arthur became their strongest advocate as President by signing the Pendleton Act. This landmark legislation ensured that federal government jobs were filled based on skill and merit rather than political connections and nepotism, a common practice in American politics at the time. The reforms established by the Pendleton Act continue to influence the selection process for most federal government employees today.

President Arthur also focused on modernizing the United States Navy, advocating for the replacement of the wooden sailing fleet with steel, steam-powered vessels. This earned him the title “Father of the Steel Navy.” Despite gaining popularity among the public, Arthur faced opposition from politicians within his own party, leading to the loss of his party’s nomination in the following election.
